Permitted use, occupancy limits, group-living ordinances, conditional use permits, and the fair-housing overlay that sometimes constrains how a municipality can treat a group home.

A structure that needs a licence to arrange is a structure you should not be arranging yourself.

Real-estate activity is regulated at the state level, and the definition of what constitutes brokerage varies. If a deal requires someone licensed to bring it together, the correct move is to engage that person — not to route around the requirement.
